The Contract Deputy Program is a joint program between the Harris County Sheriff’s Office and a homeowners association, municipal utility district (MUD), school district or other entity in Harris County. The program began in 1974 and may be one of the earliest forms of community oriented policing.
An entity can contract with Harris County for HCSO deputies to provide full law enforcement services for them. The uniformed deputies assigned to these contracts are fully trained, experienced and supported by the full array of services such as criminal investigators, K-9, accident investigators and community services. The entity must enter into a one-year contract with Harris County that requires them to pay 70% of the cost of the deputy. The deputy will then spend a minimum of 70% of their time working within the boundaries of the entity. The other 30% of his time may be spent responding to life-threatening or in-progress calls in their respective district.
