Sheriff Tommy Thomas was sworn in as the 27th Sheriff of Harris County on June 28, 1995. He was elected to his 3rd four-year term in November 2004. Sheriff Thomas started his public services career as a member of the United States Army. After being honorably discharged in 1968, he joined the Harris County Sheriff’s Office. By 1982, he was promoted to the rank of Major. In 1988, he was promoted to Chief Deputy under Sheriff Johnny Klevenhagen, where he remained until his appointment as Sheriff. He is the first Sheriff in modern history to hold every rank within the department including Detective.
Sheriff Thomas initiated several significant changes within the Sheriff’s Office including appointing the first Hispanic and the first woman to the Command staff, greatly increasing Patrol presence throughout Harris County, and creating countywide Citizen Police Academies. Under his leadership, HCSO became the largest Sheriff’s Office in the U.S. to obtain accreditation through the Commission on Accreditation for Law Enforcement Agencies.
In addition to his work within HCSO, the Sheriff serves on more than 30 charities & committee based boards throughout the county and state.

A native Houstonian, Special Assistant Jim Faulkner has served the Harris County Sheriff’s Office since 1989. A graduate of Harvard College and the University of Houston Law Center, Mr. Faulkner has practiced law since 1976. Prior to coming to the Sheriff’s Office, he worked in the City of Houston Legal Department (1976-1985), where he served as General Counsel to the Houston Police Department, and the Harris County Attorney’s Office (1985-89), where he had an extensive federal and state trial practice. |

Chief Deputy Danny Billingsley served 4 years in the United States Air Force including 1 year in Vietnam with the 12th Tactical Fighter Wing. After his discharge, he obtained a Bachelor of Science degree from Sam Houston State University. In March 1973, he became a Deputy with the Harris County Sheriff’s Office and completed the Academy. He worked in Patrol, Criminal Intelligence and Organized Crime before leaving and joining the United States Treasury Department’s Bureau of Alcohol, Tobacco and Firearms as a Special Agent.
While with the ATF, Billingsley was involved in investigations of bombings, arsons, gun smuggling to Mexico and undercover assignments. From 1980 until 1987 Billingsley was in private business and returned to the HCSO in 1988.
Since that time he has served in a variety of assignments including Detention, Patrol, Hot Spot, Homicide and Internal Affairs. In 2003, Sheriff Thomas appointed Billingsley as Chief Deputy of the Field Operations Command overseeing the law enforcement side of the Sheriff’s Office.
