Hurricane Evacuee Linkage Program
 

The Harris County Sheriff’s Office and the Mental Health Mental Retardation Authority of Harris County have teamed up for a unique program called Project H.E.L.P.
 
Project H.E.L.P. identifies individuals displaced by Hurricanes Katrina, Rita and Ike who are suffering from substance abuse issues and/or mental health issues that are incarcerated in the Harris County Jail and uses the Critical Time Intervention Model (CTI) to provide strategic interventions to link evacuees to community supports through building problem solving skills, motivational coaching, and advocacy with community agencies.
 
The overall goal of the program is to decrease future episodes of incarceration, hospitalization and homelessness through Continuity of Care, Intensive Care Management Services and CTI strategies.
 
Eligibility Requirements
  • HCSO Inmate on or after 11/06/07
  • Displaced by Katrina/Rita/Ike
  • Diagnosis of Mental Illness and/or Substance Abuse
  • Services for Harris County only

  • 24 hours per day
  • 7 days a week

Funding for this project is provided by Harris County Community Services Department (CCSD) through a State Community Development Block Grant(CDBG) received by the Harris County Sheriff’s Department. Intensive Case Management Services are contracted through MHMRA of Harris County.
