The Co-Occurring Disorders Unit offers up to 90 days of Residential Treatment for Adults with Co-Occurring Psychiatric and Substance-use Disorders. The program provides a minimum of 30 days of Intensive Residential Treatment and 60 days of Supportive Residential Treatment. Each consumer is assigned a Case Manager to assist them with obtaining psychiatric care, accessing social services, and linkage to community resources.
The underlying goal of the Co-Occurring Disorders Unit is to assist persons with mental health and substance abuse issues to develop the skills and access the community supports and resources necessary to learn, work, and live with dignity as contributing members of the community. The CPEP Division will not fund services which segregate consumers from the general treatment community, or fail to work toward integrating consumers with mental illness into the community.

To be eligible for the Co-Occurring Disorders Program, a consumer must:
- Be referred by the MHMRA Forensic Unit, Adult Mental Health or CPEP.
- Have a diagnosis of major depressive disorder, bipolar disorder or schizophrenia, schizoaffective disorder or schizophreniform
- Have a diagnosed substance abuse disorder
- Adult, voluntary, and current resident of Harris County
- Have a capacity to make a decision to enter into voluntary treatment
- Have a history of 2 or more admissions to a psychiatric hospital within the past 6 months and/or a history of substance abuse rehabilitation admission or recommendations for substance abuse rehabilitation or Harris County incarceration.
- Not in need of acute care interventions
- Documented history of substance abuse/dependence which impacts MH treatment adherence
- Willingness to engage and participate in group and individual treatment modalities
- Patient is unable to be appropriately treated in a less intensive treatment setting (demonstrated failure in traditional outpatient services)
- Patient able to comply with residential rules and regulations
- Medically stable and not in acute withdrawal
- Not bed confined or having medical complications which would significantly hinder participation in residential treatment
- Capacity to benefit from rehab interventions (i.e. No significant cognitive impairments and/or limitations such as moderate/profound MR, brain injury, etc)
In order to be referred to the program, consumers must have a target population diagnosis and must meet Co-Occurring Disorders admission criteria. If consumer meets the requirements as determined by Co-Occurring Disorders Unit, referring staff will be contacted by the Unit to coordinate placement, based on consumer choice.
If the referred consumer is currently open to an MHMRA clinic, consumer will continue to be served at that clinic for psychiatric treatment, medication maintenance and follow-up during the residential treatment period. If the consumer is not currently open to an MHMRA clinic, Co-Occurring Disorders Unit staff may assist in getting the consumer to the Eligibility Center and enrolled in services at Ripley CSC. It is imperative that the Eligibility Center be given notice that the consumer is enrolled in the Co-Occurring Disorders program.
Referring consumers will need to have sufficient medication to bridge to the intake or next doctor appointment.
