Mission Statement

The mission of the Harris County Sheriff’s Office Sex Offender Registration Unit is to ensure the protection and safety of the citizens of Harris County by strictly enforcing the sex offender registration program mandates set forth by the Texas Legislature.

Goal

It is the goal of the Sex Crimes Offender Registration Unit to register all sex offenders in unincorporated Harris County, Texas and to monitor these offenders to ensure that they are in compliance with registration requirements as defined by Chapter 62, Sex Offender Registration Program, of the Texas Code of Criminal Procedure. By monitoring and aggressively enforcing the compliance requirements of registered sex offenders this program is designed to ensure the safety of citizens of Harris County.


The Sex Crimes Offender Registration Unit (SCOR) was created in October of 1999 through grant funds from the Governor’s office for registering sex offenders. SCOR was formed to enforce the registration laws mandated by Chapter 62 of the Code of Criminal Procedures.

The SCOR Unit of the Harris County Sheriff’s Office is a part of the Interpersonal Violence Division of the Detective Bureau. It is a specialized unit that is responsible for the registration of sex offenders through:

  • Home / site visits to ensure validity of address or other information provided at the time of registration
  • Filing of criminal charges in cases of non-compliance
  • Working with the Texas Board of Pardons and Parole and the Harris County Supervision and Corrections Department to ensure that offenders are complying with conditions and terms of their parole/probation
  • Provide training to community groups and schools to increase citizen awareness
  • Provide training to law enforcement.

The SCOR Unit registers and monitors approximately 1,400 sex offenders who reside in the unincorporated areas of Harris County. Sex Offenders are also monitored under different levels of supervision, i.e. probation or parole, depending on their criminal charges.

Sex Offenders registered with the SCOR Unit are issued tamper resistant registration cards. The offender’s picture and status is placed on the registration card so officers on the street can easily tell if they are in compliance. The Harris County Sheriff’s Office SCOR Unit is the only unit in the state that is currently utilizing this procedure.
